World Tier 1 allows you to breeze through quests and strongholds that reward you with Renown, which in turn gives you extra stat points and paragon points. While World Tier 2 gives you a 20% XP and 15% gold bonus, it also makes enemies and bosses much tougher, which can slow down your progress significantly.
My advice is to stick to World Tier 1 if you want to level up fast and efficiently.
